Westlaw US Legislation API Reference Invalid Access Token

I am trying to assess whether the Westlaw US Legislation API is appropriate for our needs, but the API Reference tool that sends test requests is always greeted with a 401.
In the Auth tab, I see a placeholder bearer token. I assumed that this means there is a default "test token" specifically for their API reference test requests.
In my Network tab of the browser developer tools, I see that the request is sent with an empty Authorization header. Even when I copied the placeholder text into the field it did not work.

Does one require a subscription to Westlaw, and the API already to evaluate it?
